Here's what you could say:

"Here are the results of your assessment. Overall, you did well. But you did not do so well during the speaking part of the assessment. And that is not surprising. You have not been in the country very long, after all. But you did really well on the reading and writing part of the test.

"So we will have to sit down and figure out which ESL program fits you best. Generally, I would refer you to a lower-level program, where you can improve your spoken English.

"But it could get very boring in that class because you would already be way ahead of the rest of the students when it comes to reading and writing.

"I could also refer you to a higher-level class. That class will be more difficult. And you could find it difficult keeping up. But your background shows that you can pick up things quickly. So I would recommend that you go into that class.

"But do not let me push you into anything. This is your decision, and you have a couple days to think it over."
