You sign the permit.

You aren't really allowed to judge a permit application based on how shiny someone's boots are, after all.

But you do have a responsibility to keep visitors safe. What if the visitors come across a grizzly bear mother protecting her cub? Will they know what to do?

Maybe, but if they panic, it could be a deadly disaster and you will be called upon to explain why you did what you did.

Most park wardens choose to be cautious. Good social skills are necessary to explain the dangers and keep the campers happy.
