You leave the bag and tell the resident to call City Hall if he has any complaints

You are a garbage collector out on your usual route when you find a very heavy bag. When the bag rips you can see that there is a car engine inside. It is clearly over the 50-pound limit allowed by the City in each garbage bag. You follow the policy and tag the bag as overweight. However, the resident notices that you are not collecting the garbage and takes the opportunity to air his anger at you.

You tell him that if he wants to complain he can call City Hall -- you don't deal with complaints. You leave the overweight bag and continue on your route. You make sure to log the complaint with your supervisor over the two-way radio. You provide him with the address of the house and give him the details of the customer's complaint.

"Drivers themselves are urged not to deal with people who are angry about tagging," says Jay Rockey. He is a City public works supervisor. His city uses a tagging system for garbage bags that weigh over 50 pounds. Garbage collectors are told to tell the public to contact City Hall to make a complaint.
