You try to sell the customer on the idea of a neon car sign without the custom license plate.

It is a good idea to introduce the customer to alternative ideas when you can't give them exactly what they want.

In a case like this, where the part of the project you can't do is only a small part of the whole, you could ask the customer if they would consider a neon car without the impossibly small vanity license plate. However, if that small part is something that means a lot to the client, they probably would say no.
