A few months ago, a logging company created a new road up to a logging block. The road had to go past a creek where salmon spawn. This meant that the company needed to follow many regulations to make sure dust and loose soil from the road didn't affect the water habitat.

The company worked very hard to make sure that the road complied with all the standards. They kept it as far as possible from the stream, put in culverts and re-seeded the area.

Recently, they received many calls from concerned citizens about dirt slipping into the stream when logging trucks drive by. They have hired you to look at the road and show the citizens that it was built up to standard.

You look over all the documentation showing that the company followed all the regulations and procedures. You are happy to see that this appears in order. In addition, you conduct some of your own tests on the road. Your preliminary discoveries show some soil instability under the road.

You wonder how that could be possible. The first environmental engineers wouldn't have let the road go ahead if this were true. Did the first engineers make a mistake?
