Real-Life Decision Making -- Solution

You issue a warning.

There is no guarantee that the loudmouths will change their behavior if you use this approach. Yes, they may follow your warning. But they may ignore it and act like they did before. However, it gives them a chance to correct their behavior, and it allows you to appear less confrontational.

And if the loudmouths do not change their behavior, calling the police appears more justified. But you will run the risk of alienating the guests who filed the complaint if this course of action does not have any results. They may just leave the club instead and take their business somewhere else.
