First, figure the length of the scenes in time:

70,000 frames / 24 frames per second = 2,917 seconds

Convert that to minutes.

2,917 seconds / 60 seconds per minute = 48.62 minutes

Each of those scenes is 48.62 minutes long. How many frames need to be cut to eliminate 13 minutes?

13 minutes x 60 seconds per minute = 780 seconds
7780 seconds x 24 frames per second = 18,720 frames

You must cut 18,720 frames to make the film fit the time-frame.
