You give him the standard assessment test even though he will probably not qualify for government aid.

You want to make sure the government acknowledges the test. Plus, you don't want your work ethic questioned. Somehow, you'll have to come up with another way to ensure the student has access to the resources he needs.

You're not sure if you'll be able to do this. You know that even if you can, it will require a lot of extra work. But even so, you still feel that the student, and yourself, are better off by making this decision.
