Karen Foster is a rodeo stock contractor. She says that all the positions for events are drawn from a group of numbers. This limits the possibility of arranging for horses to be matched with riders before the day of the rodeo.

"Even the positions for barrel racing are all drawn," she says. "The judges do that and the judges are all governed by [an association]. We pay them, but they're not really like our employees.

"Anybody can be there to see the draw so that there is no cheating."
