When you go to the city, you tell them that the ventilation system is in serious need of repair and may well be in violation of health and safety regulations. Though it makes sense for your firm to replace the system in the course of renovations, you propose that it be considered a separate project with its own budget.

The city agrees. As a result, the main renovations do not end up costing more than projected.
