"There's a lot of work to be done and it will take some time before it's completed and many people will need to work on it," says Andy Teuber. He is a state travel relations team representative.

"People work on negotiations in a number of different capacities and different ways," says Teuber.

Negotiators can be full-time paid staff in a government department or they can work full time, part time or as a volunteer for short periods of time for tribal councils.
