Standards for instructors vary from state to state. Typically, applicants must be at least 21 years old. They must have a valid state driver's license, be proficient in English, and have at least two or three years of experience in the type of driving they wish to teach. Usually, states require driving instructors to take driver safety courses and complete a state instructor licensing program.

To obtain an instructor's license, applicants must pass practical and written testing, as well as a thorough background check. Driving instructor certification and licensing is handled through the state department of transportation or department of motor vehicles, and in some states through the department of education.
