You are at a hostage scene outside a bank. Inside, a bank robber has taken a woman hostage.

The police negotiator has been talking with the bank robber on the phone, and has agreed to deposit a bag with $100,000 just outside the bank door. As a tactical officer, you have two priorities in this situation:

  1. The suspect must not escape. He is armed, aggravated and has a record of violent crimes.
  2. No one must get hurt. That includes the hostage, other officers and the suspect -- unless he represents a direct threat to other lives.

The suspect comes to the bank door to pick up the bag of money. The hostage is directly in front of him. He has a gun pointed at her ribs.

The situation is very tense. The robber begins shouting that he is going to kill the hostage if he is not allowed to escape.

From your position, you realize you have a clear shot at him. But since he has a gun pointed at the hostage, you'd have to shoot to kill. If you don't manage to kill him, he will murder the hostage.
